Commenting here to also let my voice be known - in sync with what is stated above. Having to enter CC details is a big hurdle (showstopper in many cases) when providing free memberships. We are having the same issue, would be ideal to have the requirement for free memberships removed. 

I had the same issue here, but I believe I solved it! Received a brilliant review but it was not displayed. I had to push the button 'request reviews' again, after which the option to show reviews was made interactable. Before that, I could not change the settings. Setting reviews up again thus seemed to do the trick.
