Payment Processor Connection

I am trying to set up the Payment Processor (both Stripe & Paypal) for shop part of my website.

But when I choose add a way to get paid the screen doesn't not give me the option to select anything. The word CONNECT is not clickable on either Stripe or Paypal.  On the video I have watched the word CONNECT on the same page shows as MANAGE instead.  What am I missing.  

I upgrade my website from BUSINESS to COMMERCE but this has made no difference and shouldn't as both those packages include the ability to sell from the website.  Website is PUBLIC so that's correct.
