Page doesn't offer to Save

I needed to make changes to one page on my client's 7.1 website - added and deleted photos. Very simple. Went to save under "Done" and it doesn't offer it - no down tab. I changed one section and the footer. The footer saved just fine. The section with photo changes - once I recreated it all over again I tested it and just making 1 change takes away the Save option. I thought it was forcing me to Fluid so I changed over the sections of the page to Fluid. It didn't help.

Thoughts on what's taking place? I duplicated the page and it did the same with that page too.
