How to reveal Squarespace block when hovering on another Squarespace block

Is there a way to make a Squarespace block appear when you hover over another Squarespace block?

I have a scrolling marquee block. When I hover over it I want another marquee block to appear above it. Something like this https://likely-story.co.uk/projects/
