Overlapping a block between 2 index sections

I'd like to overlap an arrow over two sections.

I've used the code:

Desktop

.sqs-col-2
{
  margin-top: -150px;
}

Mobile

@media screen and (max-width: 640px) {
  #block-yui_3_17_2_1_1590076068032_11445 {
    
    margin-top: -100px;
    width: 50%;
  }
}

However, I can only get it to overlap in the section that it is in. I need to "pull" the "We Hero Award Winning Processes" section below it up too. 

Does anyone have any idea how I can achieve this?
