They should indeed, but for some reason they do not in this site. I was able to shrink the huge buttons in Custom CSS field with the following:
/*Simple List Gallery button size */
.list-item-content__button {
font-size: .65rem !important;
font-weight: 700;
}

The only way to stop the contents of blocks from overlapping is not to have the blocks overlapping. You are currently using a text block with the background enabled and the button overlapping the bottom portion of that block. If you change to using a shape block for the background and disable the text block background, then you can have the button and text blocks next to each other without them overlapping which will prevent the content overlapping on smaller screens.
