If anyone ever reads my question above and wonders what the answer is. Here you go. I was talking to SS help today as I needed to resolve this.
You'll have to create a text block then an image block then a text block and so on. More work I suppose but seems to be the only way to make it work.
I've put in a request that they add this info to the help notes as well!
