How can I keep the shopping cart always viewable?

Hi community, I'm a non-technical designer. Does anyone know how to manipulate the code for the shopping cart to have it always viewable (currently the shopping cart is only viewable when there is an item in it). Is it also possible to put this in the navigation bar? Amazon does this on their site and I think it is a great call to action UI. Thanks a bunch! Tom
