I think I figured out my issue - not likely to be the same as yours.
I'm using a Surface Pro. The key cover has gotten disconnected. I didn't realized because I was using an external keyboard and mouse. The disconnected keyboard was triggering tablet behavior, which was disabling the hover effects.
