I think I figured out the issue. I asked the site owner to only give me design permissions. I didn't want a full admin role. However, with only design control, I could edit pages, but I couldn't gain access to change the header navigation. Once I was given full permissions that wasn't an issue. Good luck with anyone else having this problem, it's extremely frustrating!

No, there isn't any custom CSS or JavaScript installed. I've tried different computers and browsers, but nothing works.

I am having this exact same issue as @leahcarreon. I try to edit the header and the button just doesn't do anything. Nothing I've tried fixes the problem. I've tested it in multiple browsers and nothing. I'm not using any custom CSS. Please help!
