Form Validation - Mobile Number

Site URL: http://www.iwn.org.au Hi, I am trying to add some validation rules for the number field in the form. The two rules need to be 'must start with 04' and 'must be 10 digits/characters'. Also the third rule is that to make all the program checkboxes automatically get checked when 'All IWN Programs' field is checked. I would appreciate any help possible. Thank you!
