Campaing(s) And how to set up annual reminders

Hi all,

I am wanting to set up an annual reminder for a service we offer in house. 

I would like this to be done upon purchase of an item through the site as well as through a block too. 

Could someone tell me if this is possible and to guide me on how I can implement this.
