Button colours are set in Site Styles from the Colors panel (below), not the Buttons panel pictured above.

Changing a colour of a button type (Primary, Secondary, Tertiary) will change all the buttons of that type, sitewide.

If you want to change a specific button on a specific page, you'll need to use some Custom CSS that has been written for that page.
