Cant figure out were to set button highlight color

Edit: ok, figured it out. Its because if there isnt a video under the button, it doesnt invert the outline on hover.
Wonder why we cant just manually choose it.

I'm trying to get the "Contact us" button style from this page linked below, to be the same on all pages. But for some strange reason in both the main home page and the /fashion page linked below, the button does not have the same white outline when you hover the mouse over it.

I've looked all over the button colors, styles, animations, and they are all supposed to be the same identical Secondary button type. Both pages have the exact same color theme, same button styles and settings, same button colors.

I cant figure out why the one in /fashion doesnt have the white outline when hovered.
Its not the normal outline setting, its the same on both, it only applies to the non-hovered outline.
