Add navigation bar link to a footnote

Is it possible to add a navigation bar link to the site footer/a section on the same page? I have seen this done where the link is words on the page, not a navigation bar link. Basically I'm trying to make it so that a link in the navigation bar scrolls down to the footnote where our contact information is.
