Unable to see text editing options such as resize or text type

Hi,
When I click on a text, I can only edit it or add a background colour. I am unable to select whether I want the text to be a H1 or H2 or para etc. I also cannot resize the text amoung other things. These options were available when I started making the site but they have disappeared. How do I get them back?

What shows up when you edit a text block? You should be able to hover over a block, get the blue outline hit the pencil, and then on the left see the pull-down menu with the three dots on the left. The pull-down menu window sometimes is blank, but once you click the v  it populates.
