Allow pop-up promotion to appear on every site load

My pop-up promotion only appears the first time someone visits my website unless you have cleared your browsing history. I want to ensure it comes up every time you visit the website. I believe this is because of the squarespace-popup-overlay cookie.

I've tried this custom code on my home page, but the popup keeps appearing constantly. Do you have any suggestions for a workaround? Thanks!
