Message/Form at checkout for international customers only?

Hi

Is there a way of adding a message or form to the checkout process that can inform international customers that they may incur additional charges such as VAT or Import Tax when importing an item?

99% of our custom is in the UK, and most international sales are digital, so I'd rather not clutter the checkout with info that is not relevant to most customers, so is there a way of conditionally showing this info just to international customers buying physical products?

Is suspect the answer is no - but would be good to hear any work arounds that you may have implemented on your own stores.
