Project Page Editor Buggy

I'm trying to edit pages created using the "Project" content type but the editor seems buggy. 

When I click on an element to adjust it's size and location it doesn't respond as intended/expected. Eventually I can get it to work but I need to click a few times on the element, try moving/scaling and eventually it will work. I've used this feature many times and never had a problem. 

I tried on Edge and Chrome. And I'm running on a Windows machine.

Update: Before posting I tried something. I'm running on Windows Surface machine (a tablet that runs Windows) with a connected monitor. The above error was noted on the monitor and using a mouse. When I moved the browser window to the Surface's computer window and tried editing using the computers touch screen it worked. I'm wondering if the issue has something to do with my computer thinking it is in touch mode. 

I'm going to explore on my end but curious if anyone has noted this issue.
