Sign Up Button Missing

We don't have the option to have clients make/sign up for an account without booking an appointment. 

On the help guide it says there should be a sign up button on the top right hand corner.

All I have is the "Returning? Log in" button. No sign up button. Customers are able to sign up once they've made an appointment, but I want the option to have them sign up prior. 

Does anyone know how to fix this?
