Manage Data Storage Policy Pop-up

I am seeing a Data Storage Policy message appear at the top of my site when first visited. It looks like a separate pop-up from the Cookie banner settings (which I have edited to appear on the bottom of the page). Is there a way to reposition this content? It covers up the top nav in mobile view.

The message text:

"This website stores data such as cookies to enable necessary site functionality, including analytics, targeting, and personalization. By remaining on this website you indicate your consent."
