needing to have images from gallery to be fixed and not dynamic to fit screen on desktop

I want to have all the images to be fixed and not increase in size 
for the desktop.  Cause the pages when view on a large desktop screen it'll make the images blurry. 
and I do not want to upload the "full size" file.

while the mobile can be dynamic to fit the phone.

Is this possible?
