How to create a structured resources section

I need to create a section of a website which is a structured set of resources for consumers looking for assistance. 

Sections will be something like:

  • Mental health
  • Physical health
  • Financial health

And so on.

I could use a blog section and deploy tags and categories - but I don't want posts sorted by dates, I wanted them sorted alphabetically (at the least). I know I can remove date and author info using CSS, which is fine, but the structure and ordering is important. 

Ideally I would like to search the whole thing in one go, but nothing else, which I think if it was a blog.

I need people to be able to go to website.com/resources/mental-health for example. 

I also know I could do this with multiple blogs (one for each section) but they search would have to be split and I still have the ordering issue.

The content is fairly free-form - a company's name, description of what they do and contact info. Ideal would be to end up with a logical tree so website.com/resources/mental-health/company-name

I also looked at product pages but not sure that would do it? Thoughts appreciated.
