Adjusting Header Vert Height with CSS - Can't figure out why there is a huge vertical space

I've made all the adjustments within the header design section; I have it set to the minimal vertical height, however, there is still a huge height issue. Can anyone help with this?

I would think this could be solved using CSS to override the internal settings
