Customer Signup Form on Checkout

Hi there,

I don't want customers to have a Customer Signup presented to them on checkout, but when you click the 'ADD TO CART' button the form is still displayed, even though the settings for 'Email Signup' is turned off. Screenshots attached. Can you tell me why this is still showing up?

Its just appeared and I have the same issue.

It  seems impossible to get rid of it now 

Appears for every transaction even if the client is a past client and member with an account 

Any thoughts on how to get rid of this
