wierd issue with hover text code.

Hi. Im having a wierd issue with this code. When i enter the code it works 100% while im editing the website. as soon as i save it and view the site it no longer works. The text box appears above the image and is static. Any ideas how to fix this?

This page isn't the same as the one in the screenshare and doesn't contain any image blocks or text blocks with a background.
