design Feedback welcome - for challenging issues

New site

Section backgrounds have challenging images - the bubbles do not flow well in various resolutions. Does anyone have any recommendations - I thought pinning the content would work, but it makes it hard to read the sections. The design is approved, so I can't change elements to accordions or the design to make new changes. This would make my life easier but they want exactly this design. 
Thanks for any input or suggestions regarding the site as a whole. Appreciate your time.

@jenlew Not sure I understand the problem... the resolution looks okay to me on the bubbles.
