vierge page without header and content on the top

Hi,

i would like to make a small description page which opens in a new window like a popup.
Already I have removed the header and banner but the content starts in the middle of the page. How I can move it on the top? And how I can create a kind of pop-up?

Try this custom CSS to hide this space

Can you provide more details about the popup? Any samples or mockups could help a lot

I inserted the code but something might be wrong, please see the screen.

Actually this description comes after a link, i would like that comes just as a small window,something  like in attached screenshot…
