Create Anchor/Page jump

Hi, I'm trying to create a page jump to link my services button in my footer, to a certain point on my home page that details my services.

Just can't seem to get the code right! This is my site: https://www.itsjessicadigital.com/

and I'm trying to link this section pictured (which has different versions - each hidden for mobile and desktop) to the button in my footer. Is it possible? Thanks
