Is there a way to create a neon hover effect on a text link using CSS code?

I'll be designing a website for a restaurant and neon effects are part of their branding. I want to make the website super special and really would love to add a neon hover effect on text links and on the header navigation items, is there a way of achieving this with CSS code?  If so, could you please provide the code snippet?

I don't have a current website url to provide because I haven't started yet.
