can "buffer/padding time" after an appointment slot setting work with the "minimise gaps" setting?

hi everyone, 

I use Acuity as the booking site for my braiding page and want to shift from 1 client per day to 2 clients. I currently already have "padding" set on all my appointment types which is for 1 hour after the appointment ends. some days this does allow me to have 2 clients if the first client has a longer appointment and the second has a shorter appointment - as it is still falls within that day's availability. However, I would like to potentially have 2 long clients in one day.

I extended my availability time from 10am - 9pm (11 hour work day) to 10am - 12am (14 hour work day) but the 1 hour padding time between clients is not enough time to recoup etc. before the next client arrives. It would be too long to go through each appointment type and add 1 hour padding time before as well as after so I tried to set up "minimise gaps" and then "avoid small gaps, but allow gaps of at least 2 hours" which I thought would solve the problem but hasn't. Only the buffer/padding setting is still working. 

Anyone know how to fix this? Do I need to remove the buffer/padding setting in order for the minimise gaps to work?
