Trying to setup a $2 handling fee per order

I can't seem to get a handling fee to sit with orders — when I set up a custom shipping profile for $2 per order / or setup a fulfillment profile to use the $2 per order "handling fee"… the only thing that shows up are real-time carrier rates. If I remove weight for the product then the handling fee will show up without any shipping cost. What am I not doing right here?

Hi, I am late to this but saw this post while looking for this same thing. I am not sure if you found it, but regardless, in case anyone else is looking for the same thing and comes to this post:
 

When you set up calculated shipping, it shows the Markup "Percentage". Click the Arrow next to the Percentage and change it to "Amount". Enter the flat $ amount you want for your handling fee mark up. In your case, $2.00 . Hope that helps!
