Minimum number count on form field

Hello,

Could anyone help me with a piece of code or direct me to a tutorial where I can add a minimum number count on a telephone field. We've had a customer enter only 10 numbers in the telephone field and it's 11 numbers for UK telephone, so would like to add custom code that will only allow them to enter 11 numbers?

If you use a telephone number field with country code, the phone number should be 10 digits since you exclude the leading zero. Other than that I don't think there's a way to change this property for 10 to 11 digits.
