My pages automatically scrolls to the middle when it is refreshed. I don't know whats wrong

I am close to finishing this website and i just noticed that when a page is refreshed or clicked on it automatically scrolls to the middle instead of staying at the top. What can i do to stop this from happening?

Sign out of the configuration and try again, view it as a visitor, not as the owner. 

how do i view it as a visitor?
