Index Scroll Indicator (Scroll Arrow) is gone???

7.1 user. There used to be a feature called "Index Scroll Indicator" that would let you put a scroll arrow at the bottom of a section, to indicate to user that they should scroll down for more.

The feature used to be at:

DESIGN >> SITE STYLES >> INDEX SCROLL INDICATOR

The arrow/image could be linked to the ID of the next section, so if you click the arrow, the next section moves to the top of the display window. There was also a mode where it would toggle from arrow to text (e.g. "Scroll Down") when hovered over. Is this feature gone now? Is there a recommended work-around to get such an arrow back? I've attempted to create my own basic Image Link with an Arrow image I've created. However, the section I want to link to has no "id" attribute. I've tried using the "section-data-id" but that did not work. Any ideas?
