Bulk-add Custom Product Form to all products with a specific tag

Hi, 

I've created a custom product form for pre-order products (all which have the tag "pre-order") that is essentially a disclaimer about product shipping dates (image attached). 

Is there a way to bulk-apply this custom form to all products with the "pre-order" tag? 

In the same vein, is there a way to bulk apply a custom label for the "add to cart" button for all products with the "pre-order" tag? I've changed them all manually to say "pre-order" instead of "add to cart", but my client is wondering if there's a way to do it either automatically when a new pre-order item is added, or manually bulk apply the custom button and custom form. 

Would love to know if there's a way to do this with a custom script or event listeners of some kind.
