Missing Site Style options on Brine 7.0

Hello all,
I am working in Brine 7.0 for a client and can't seem to find the Site Styles button, nor the Design option on the site (see attached images).  It has been a while since I've worked on the site, so I'm wondering if I've forgotten something or the template has changed or something else is going on.

Thanks for your help with this.

Check whether your client has provided you with the correct Permissions on the site. The Design menu still exists on version 7.0, but is only available to Administrators, not Content Editors.
