Rotating announcement bar

Hello - is it possible to have a rotating announcement bar on Squarespace 7.0?

For example, there's an app available for Squarespace 7.1 (see below) but I wasn't able to find something like this for 7.0. Can this be done through code?

Thank you for sharing this. In this video, the announcement bar is scrolling instead of rotating. 
 

Is it possible for it to rotate? Basically we don’t want the bar to scroll, but rotate (change) every few seconds from one message to another.
