LAYOUT REFLOW

I am furious! Just spent many many hours in laying out a website. Kept adjusting the placement of content as it would change if my desktop window was a slightly different size. Saw the in-progress site on a friend's desktop and it was a disaster! How in hell can there be no way to lock down the placement of text and images??? The chat rep was no help at all, and I see in this forum that I am not alone. DOES ANYONE HAVE A SOLUTION? I'm beside myself and on deadline!
