Basic SEO should be a core component of web design, not an add-on. Best practices such as good headings/tags, site structure, page speed, etc. create better user experience and are needed for properly-built sites. Charging separately for fundamentals might make clients question the value of the service, or wonder if they are being billed extra for what should be standard.
