how to extend a line block across two columns

On the referenced page below, I have three sections of content. The first section is above the line block that spans the entire page. The second section is just below that line-block. What I want is another line block separating the second section from the third section. The third section comprises the block of text with the heading SMALL (editions of 15) and the corresponding composite image. How do I create a single line block above and spanning both that bottom text and the corresponding image?
