Adding Hover+Text to Image

I want to add images to my homepage, when you hover over them I'd like them to have a dark overlay and a hyperlinked text to pop up with the location name. I have seen similar posts asking questions about this, but none that seem to fit this specific request. Any and all help is greatly appreciated!

Initial: Image

Hover: Show overlay, text over image
