Unable to update a client's site to fluid engine

I am updating the website for a new client of mine and noticed that all of the blocks on her existing pages use the classic editor (not the fluid engine). I also don't see a way to upgrade existing blocks to the fluid engine.  Additionally, when I even create new pages, I am only seeing the classic editor.

Is it a permission thing? Do I need to be the owner to make these updates vs an admin on the account?

It sounds like the website may need a change in the settings.

If you go to Settings -> Circle Labs and see if "Fluid Engine opt-out" is selected or not, if so uncheck that and you should be able to upgrade sections to Fluid Engine.
