Global Header Settings not available.

Hello,

I am editing my site and can't get the global header settings to pop up. I want to make the padding between the top and bottom of the header equal, but right now they are off and it looks terrible. As you can see from the images, there is more padding on the top than the bottom. I know I need to find the global header settings because I have wanted YouTube videos on this but I can't seem to get the settings to pop up. The only options I have when editing header are add elements and edit design, and when I click edit design there are no options for padding. Someone please help.e

To adjust padding, you can adjust option "Height"

If it still doesnt work, you can share site url, we can check easier.

Sometimes I still see this problem (top padding > bottom padding), and will require some lines of CSS

Im having a simular issure I cant see the globel settings would like to have a dynamic header 

Same issue, I'm trying to find some answers here.. Any reason why my Global settings icon is not showing up?
