Smooth Anchor doesn't work

Hi,

I have an anchor links on my site and they works. But I want to make them smooth so according to videos I added code into CSS - html { scroll-behavior: smooth;} but it doesn't work. I have a business plan so it should work. Is it possible that it doesn't work because these links redirect me up to the page and not down?

Does somebody know where is a problem?

Could you confirm exactly where you put this code?

My website is private but my Anchor links are at the bottom of pages, not in footer.

Sure, I put that code in Website->Website Tools->Custom CSS

If it's saved there, then that can't be the problem.
