Font scaling issue: How to get fonts to scale with browser window instead of remaining the same size

When I scale my site to a certain width, the Heading text size gets weirdly smaller, shown in the Scaling-Issue.mp4. I know this is a common unresolved issue a lot of people have experienced based on previous posts.

But what if I don't want the text size to remain the same size and the text boxes to get all wonky when scaling the page? I want my font size to get bigger and smaller as the window gets bigger and smaller, as is shown in Scaling-Goal.mov. I thought 'rem/em' was supposed to solve this. It's frustrating that the text remains the same size and that causes the text boxes to get all wonky and smushed. Is it possible to design the site with a certain width and 'lock' that aspect ratio so the entire design just gets smaller when you scale the browser window like in the example?
