Changing the Theme Color switches to Original theme after I save and then Exit

Hello, I have multiple questions on themes. I am trying to change the background and text of a section: 

When I save the color I want all looks good, but when I exit the page it changes back to the original theme color.

Has anyone seen this before?

Also,  I notice there are only 10 themes to choose from. I need atleast 14 different color pallets for sections. Is there anyway I can change the section background color and word color withought having to edit a them?
