How do I create a color-changing hover effect on the contact form button and

I was able to change the newsletter button and button blocks throughout the website, but I can't find the code to change the button color on the contact form in the contact page and the "learn more" and "read more" buttons in the list sections of the "Start Here" and "Newsletter" pages. I'm noticing I'm only unable to apply the hover code to the contact form and list section buttons. 

Is there code to change those green buttons to hover like the homepage and newsletter buttons on the website?
