It will depend on how you use the videos. If you have them as a background and autoplaying then there will be a difference, if you are using them in a video block and only playing on user request it shouldn't have a different impact.

I have not done a specific test myself, but I think that the compression on youtube and vimeo probably gives a slight advantage to hosting background videos externally. Background videos should load towards the end of the loading sequence so as not to have as major an impact on user expereince.
