Marquee in front of gallery

Hi all! I'm try to overlay the scrolling marquee in front of a image gallery, centered vertically and horizontally on the page but cannot seem to work out the CSS required to do this (see attached). Any thoughts, anyone?

Ideally you would use a gallery block, but they're not generally accessible unless you are a Circle member. Other than that overlapping a gallery section and scrolling block will be rather tricky.

I've changed my marquee font color to white via CSS but would like for the maquee color to change to black on my contact page...any thoughts there?

You can use code to change on specific marquee

div#block-yui_3_17_2_1_1704641957404_12598 * {
    color: #f1f !important;
}
